After the flood disaster in July, the federal and state governments had learned from the warning snafu in North Rhine-Westphalia and Rhineland-Palatinate and decided to introduce Cell Broadcast. Short messages, such as SMS or via Cell Broadcast, reach every cell phone and are therefore particularly well suited for sending messages reliably and quickly with pinpoint accuracy.
